A flood emergency was declared Friday by Gov. John Hoeven for 16 North Dakota counties and one tribal reservation that have a 50-50 chance of reaching or topping major flood stage. They are Barnes, Benson, Burleigh, Cass, Dickey, Emmons, Foster, Grand Forks, Mercer, Nelson, Pembina, Ramsey, Ransom, Richland, Traill and Walsh counties, and the Spirit Lake Reservation. Also part of Hoeven’s executive order are Stutsman and LaMoure counties. Hoeven has also asked the U.S. Army Corps of Engineers’ St. Paul and Omaha districts to help bolster state and local flood preparations:

- Hoeven wants to use a U.S. Customs and Border Protection unmanned aerial system based at Grand Forks Air Force Base to provide imagery for flood response. He also seeks temporary expansion of airspace approval to operate the aircraft.
- He asked for help to assess threats and develop strategies to support local and state response and recovery efforts.

In a related matter, Hoeven said President Barack Obama approved a presidential disaster declaration for 25 counties and one tribal reservation tied to damages caused by a severe winter storm Jan. 20-25. That means 75 percent of eligible damages will be covered by federal aid. The state will cover another 10 percent of those costs. The counties and tribal reservation are Adams, Barnes, Billings, Bowman, Burke, Dickey, Dunn, Emmons, Golden Valley, Grant, Hettinger, Logan, McIntosh, McKenzie, Mercer, Morton, Mountrail, Oliver, Ransom, Renville, Sioux, Slope, Stark, Steele and Walsh counties, and the Standing Rock Indian Reservation. Estimates point to more than $20 million in eligible losses for local and county governments, and several rural electric cooperatives.

Japan put its eastern coastline on alert for a "major" tsunami, as initial waves triggered by Chile's 8.8-magnitude earthquake reached its northern Pacific coast. A 90 centimeter (35 inch) tsunami hit Japan's northern Pacific coast on Sunday. The tsunami was recorded in the town of Kuji, about 500 km (310 miles) northeast of Tokyo, national broadcaster NHK reported. The tsunami delivered no major damage to the US and most of the Pacific. The Pacific Tsunami Warning Center has left Japan and Russia on its watch list. Japan ordered the residents of low-lying areas to seek higher ground as it prepares for another tsunami in nearly 20 years. The Philippines, Australia and New Zealand announced earlier that they have put on effect their own warnings as a precaution. A tsunami hit Japan in 1960, when the strongest ever recorded earthquake of 9.5-magnitude struck Chile. Around 200 people were killed in Japan, 61 in Hawaii and 32 in the Philippines when killer waves of bout 3.3 to 13 feet (1 to 4 meters) in height hit the costal areas.

Description:

Two people died while scores were hospitalized in a remote Cagayan village in what authorities said was a case of ingesting contaminated animal meat at the weekend. Doctors at the Cagayan Provincial Hospital feared the deaths might have been caused by the anthrax bacteria following reports that residents in San Pedro village in Lasam town had been downed after eating spoiled meat. Cagayan health officer Danilo Alonzo confirmed that two residents from the village had died, while his deputy, Carlos Cortina, said about 150 more had been hospitalized as of last Friday and were under close monitoring by medical personnel. “The spread [of the disease] has developed into epidemic proportions but we are now doing all we can to contain the situation," Alonzo said on Sunday. The names and ages of the victims were not yet available, but Cortina told GMANews.TV the investigation by the Cagayan health office had found that the victims had all consumed meat from a dead carabao. “This incident is not new in the area considering that the same kind of bacteria has infected several residents of the same town last year," Cortina said, adding that they were still verifying the diagnosis since determining the real cause of the deaths was not easy. He added that the bacteria remain in the soil even after 10 years or more. “We already sent out advisories as early as last year that the public should not eat meat of dead animals because the bacteria stays in the soil for a long time and both grazing and gnawing animals are easily infected by the anthrax’s spore," he said.

Patients infected with anthrax, caused by Bacillus anthracis, have been rushed to the Lasam General Hospital and Cagayan Valley Medical Center in Tuguegarao City. Health officials traced the problem to poverty or lack of available food, noting that the poor get victimized by profiteers who sell cheap meat from unknown sources. Cortina said the patients and villagers had been given anti-anthrax medications, antibiotics and other medicines, while Governor Antonio Alvaro had announced that the provincial government was ready to release funds to mitigate the spread of anthrax. Meanwhile, Alonzo said the provincial veterinary office was already on alert as farm animals in areas suspected of infection were “being butchered and buried immediately." Lethal when not treated properly and immediately, the anthrax bacteria can move to humans that eat the meat of infected animals or those that chew on plants from infected soil. The incubation period ranges from 12 hours to 5 days. Among the signs of infection in humans are headache, fever, abdominal pains, dry cough and itchy skin lesions. The bacteria can survive in harsh conditions for extremely long periods of time and can be found on all continents. When inhaled, ingested, or come into contact with a skin lesion on a host, the spores may reactivate and multiply rapidly.

While the Top End and Central Australia have been battered by torrential rains, a Territory town has reportedly had fish falling from the sky. The freak phenomena happened not once, but twice, on Thursday and Friday afternoon about 6pm at Lajamanu, about 550km southwest of Katherine, The Northern Territory News reports. Christine Balmer, who took the photos of the fish on the ground and in a bucket, said she had to pinch herself when she was told "hundreds and hundreds" of small white fish had fallen from the sky. "It rained fish in Lajamanu on Thursday and Friday night," she said, "They fell from the sky everywhere. "Locals were picking them up off the footy oval and on the ground everywhere. "These fish were alive when they hit the ground." Mrs Balmer, the aged care co-ordinator at the Lajamanu Aged Care Centre, said her family interstate thought she had lost the plot when she told them about the event. "I haven't lost my marbles," she said, reassuring herself. "Thank God it didn't rain crocodiles." Lajamanu sits on the edge of the Tanami Desert, hundreds of kilometres from Lake Argyle and Lake Elliott and even further from the coast. But it's not the first time the remote community has been bombarded by fins from above. In 2004, locals reported fish falling from the sky, and in 1974, a similar incident captured international headlines. The small white fish are believed to be spangled perch, which are very common through much of northern Australia. Weather bureau senior forecaster Ashley Patterson said the geological conditions were perfect on Friday for a tornado in the Douglas Daly region. He said it would have been an ideal weather situation to allow the phenomena to occur - but no tornados have been reported to the authority. "It's a very unusual event," he said. "With an updraft, (fish and water picked up) could get up high - up to 60,000 or 70,000 feet. "Or possibly from a tornado over a large water body - but we haven't had any reports," he said.

Situation:

THE total value of economic damage caused by a huge earthquake in Chile Saturday could range from US$15 billion to $30 billion, a US risk modeling firm predicted. EQECAT said the amount equated to 10-15 per cent of Chile's real gross domestic product. Destruction in the capital of Santiago is expected to exceed 50 per cent of the total damages, according to the firm. While the 8.8 magnitude quake, which struck yesterday at 3.43am local time (5.43pm AEDT), constituted a major disaster, Chile's widespread adoption and enforcement of modern, seismic-resistant building practices had "mitigated the potential for devastation," the firm noted. The quake has so far killed more than 300 people.

Officials at the Port of Felixstowe said windspeeds had exceeded 45mph - the limit at which it is safe to work unloading and loading boxes from the ships - and the quays had been closed off. “As a result both rail and yard operations have been affected,” said a port spokesman. “For the safety of all port users we are currently restricting access to operational areas. “Vehicles are being marshalled on site and will be processed through to operational areas as soon as it is safe to do so.” Operation Stack had not been brought into effect as yet but hauliers were advised to consider re-scheduling their arrivals.

Situation:

Flooding triggered by heavy rain killed at least 11 people in Les Cayes, Haiti's third most populous city and an area unscathed by the devastating January 12 earthquake that flattened much of the country's capital. Heavy rains washed more than 1.5 meters (60 inches) of water into Les Cayes, flooding the city's hospital and prison, Haiti's civil emergencies service said. Witnesses said homes collapsed and people were fleeing for safer areas. "The situation is grave.... Whole areas are completely flooded. People have climbed on to the roofs of their homes," a local senator, Francky Exius said. UN peacekeepers and Haitian police evacuated 500 inmates from the local prison, officials said, while hospital staff moved patients to the safety of higher floors. Exius said five people were killed in Les Cayes's Gelee district when rising waters flipped their vehicles. Another three were killed in the nearby village of Torbeck, where the water "has carried away portions of the asphalt of the road," a parliamentary deputy, Guy Gerard Georges said. The deaths added to one other fatality in the town of Baraderes recorded by the emergencies service, and two others in the region relayed by a local journalist also contacted said. "Several towns and villages in southern Haiti are flooded," a spokesman for the civil emergency unit said. "Continuous rain has forced people to abandon their homes." The coastal city of Les Cayes, on a peninsula 160 kilometers (100 miles) west of Port-au-Prince, has an estimated permanent population of 70,000. That number has swollen as survivors of the January 12 earthquake that leveled 70 percent of Port-au-Prince fled to untouched Haitian cities and towns. The heavy rains were a portent of what Port-au-Prince could face within weeks, when the Caribbean's wet season will wash over the exposed capital and its huddled residents.

Authorities in Rio de Janeiro have removed up to now 40 tons of dead fish that died in a city lagoon, apparently because of the lack of oxygen caused by an abnormal proliferation of algae, officials said. The Urban Cleaning Company of Rio de Janeiro said that the phenomenon became visible on Friday when thousands of fish appeared floating on the waters of Rodrigo de Freitas Lagoon, a tourist attraction near the beaches of Copacabana, Ipanema and Leblon. The Environment Secretariat said that the cause of the sudden, massive extermination has not yet been ascertained, but it could have been caused by the unusual proliferation of algae, which have reduced the oxygen content of the water. The work of cleaning up the lagoon, which has an 8-kilometer (5-mile) perimeter, was being done Saturday by a hundred municipal employees.
