Description:

Traffic came to a standstill and subway service was suspended Friday in much of Buenos Aires during its second heavy downpour since Monday, the country's official news agency Telam reported. As water poured down, subway service interruptions began shortly before 5 p.m. (3 p.m. ET) and wound up affecting five lines; service was not expected to be re-established until the rain ceased, Telam said. News organizations reported that 80 millimeters had fallen Friday afternoon. The Web site of the country's meteorological service was not functioning. A similar quantity of rain fell Monday in the capital city. The Web site of the Argentinian television station TN showed water cascading down the stairs into the Lacroze Station on the B line. Canal 9 Television showed video of people wading chest-deep in water in the port city. The neighborhoods of Villa Crespo, Palermo, Flores, Lugano and La Paternal were flooded, it said. In the trendy neighborhood of Palermo, residents traipsed through thigh-high water. Horacio Rodriguez Larreta, the city's chief of cabinet, said 60,000 people were without electricity. Some of the city's electricity had been turned off to prevent anyone from becoming electrocuted, he said.
