LONDON/NEW ORLEANS (Reuters) - BP Plc prepared on Tuesday to test a new cap on its runaway well, arresting the flow of oil which has been gushing into the Gulf of Mexico for the last 12 weeks.

TEHRAN (Reuters) - A missing Iranian nuclear scientist has dramatically turned up at the Iranian interests section of Pakistan's embassy in Washington, and was quoted as saying he was kidnapped by U.S. agents in a "disgraceful act."

SEOUL (Reuters) - North Korea abruptly called off talks set for Tuesday with the U.S.-led United Nations Command that oversees the Korean War truce, failing to show up for the first meeting to discuss the sinking of a South Korean warship.

Uganda finds suicide vest as death toll from blast rises

KAMPALA (Reuters) - Ugandan police have found an unexploded suicide vest and made a number of arrests after coordinated bomb blasts ripped through two bars and killed at least 76 soccer fans watching the World Cup final on Sunday.
