Situation:

Thirteen people died and 50 were injured in an explosion at a starch factory in China's northern Hebei province on Wednesday. Five people were still reported missing on Thursday. The explosion ripped through a workshop of the factory. According to the spokesman, initial investigations indicated the accident was caused by a dust explosion. The injured were receiving treatment at a local hospital. Nine of them were in a critical condition, state media said. The company, Qinhuangdao Lihua Starch Co. Ltd., has been ordered to halt production and a vice general manager of the company, as well as the director of the workshop are "being held by police," said the local government spokesman. A two-month-long overhaul of work safety in the city had been launched by the government, the spokesman said.
