About 300 National Guard troops have been activated in Rhode Island as officials warn of potentially life-threatening and historic flooding. Lt. Col. The National Weather Service says flooding is expected to be worst along the Pawtuxet and Blackstone rivers. The Blackstone in Woonsocket is expected to hit 18 feet, nine feet above flood stage, by 2 a.m. Wednesday. The Pawtuxet is expected to hit 17.5 feet or more by 8 a.m. Wednesday, smashing the record of 14.98 feet set two weeks ago.
