Situation:

After heavy rainfall, Rhode Island has declared an emergency, even calling in the National Guard, for what is claimed to be the worst flood ever in a century. Product of the second storm in March, the downpour has affected communities from New Jersey to Maine and Connecticut. The Blackstone river and Pawtuxet continue to rise. In Rhode Island, the raising flood waters have even put bridges and dams to the test, with 300 soldiers fortifying these with sand bags. The authorities are also trying to pump out as much water as possible in neighbourhoods. Rhode Island governor Don Carcieri said, “This is an extraordinary time that we’re facing. The flooding impact, as bad as it is right now, is going to get worse. " He has warned residents of the state to be ready to evacuate if the warning is issued and take the flood seriously. He has also asked them to get to their homes early as the rising waters could lead to more roads closing up. The Pawtuxet river is rising and is could get to 21 feet by Thursday. It has already risen over its banks and flooded those homes which are in low lying areas, also sinking cars parked there. The Blackstone river is also nine feet over flood stage. Still more rainfall is predicted for Rhode Island, with many weather forecasts claiming five to seven inches of rain across eastern Connecticut and Rhode Island. The Rhode Island emergency declaration follows a similar one in Massachussets recently. Governor Deval Patrick has mobilised Massachusetts National Guard to fill sand bags and aid residents.
